Bruce Oxley

Director of Development

Bruce Oxley serves as Director of Development with Atapco Properties having joined the Acquisition and Development Team in Nov 2015. While primarily brought on to manage the entitlement and multifaceted development aspects of Atapco’s transit-oriented 600-lot Loudoun County, Virginia project known as Westmoore at Moorefield, he has proved to be a valuable asset in assisting with acquisition due diligence, entitlement management, and site development for several other projects.

Bruce is a senior-level manager proficient in all aspects of real estate development from acquisition through entitlements and construction including 13 years of experience with Toll Brothers, a FORTUNE 500 Company. He has significant experience in Maryland, Virginia, Florida, and New Jersey markets. Additionally, Bruce possesses a strong background in feasibility analysis, entitlements, project management, value engineering, negotiations, financial functions, land development, and strategic thinking.

In addition to Bruce’s 20+ years of development expertise, he previously spent 12 years in the professional engineering and planning consulting world with a firm based in New Jersey, including an office in Florida that he managed for six years. While there, he was responsible for the operations of a full-service civil and coastal engineering, planning, surveying, environmental permitting, and architectural design firm that represented both private and public clients.

Bruce holds a Bachelor of Science degree in Civil Engineering from Bucknell University and a Master of Business Administration (MBA) from Duquesne University.
